Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy had complained to the chief justice of India, Justice S.A. Bobde, that justice N.V. Ramana has been influencing the sittings of the High Court including the roster of a few judges. In his letter to the CJI, the CM said details of instances of how matters important to Telugu Desam Party have been allocated to a few judges are enclosed in the Annexure, along with the copies of the orders passed in a few matters.
Jagan Mohan Reddy said the evidence he had with him clearly establishes the nexus of Justice N.V. Ramana, TDP and a few judges of the High Court. He cited the orders passed by the Chief Justice of Andhra Pradesh High Court Justice Maheswari in the writ petition filed by the former Advocate General Dammalapati Srinivas. The order issued by the CJ of AP High Court had stayed investigation on the First Information Report (FIR) lodged against Srinivas including the gag order on the press against which an SLP is preferred by AP government. Justice Somayajulu passed an interim order on 16 September 2020, the very next day of CJ’s gag order, staying further proceedings arising from the Cabinet sub-committee report, even after being apprised that the matter is before the Union of India.
The details of the chief minister’s letter, dated 06 October 2020, to the chief justice of India were divulged by Ajeya Kallam, the principla advisor to the government of AP, on Saturday in a late evening media conference at Amaravati. He refused to take any questions. The beneficiaries of both the judgments of the High Court are clearly and exclusively the politicians belonging to the TDP of which Justice Ramana was a legal advisor and Additional Advocate General in the past advising the government run by the TDP.
Jagan Mohan Reddy brought to the notice of the CJI that two daughters of Justice Ramana and some of his relatives and associates were the beneficiaries of the questionable transactions. The transactions took place between N. Chandrababu Naidu taking over as chief minister and the announcement of the place where the proposed capital city would come up. The transactions were routed through Dammalapati Srinivas who was the Additional Advocate General of AP at that time. The CM had enclosed documents to prove the nexus between Justice Ramana and Srinivas. The CM also tried to establish that the land transactions in the name of his daughters took place with Justice Ramana’s knowledge.
This is the first time in the history of independent India that a chief minister wrote a letter to the chief justice of India complaining against a Supreme Court judge who is about to be promoted to be the chief justice and the judges of a high court. The letter mainly dealt with the transactions in Amaravati lands. The State government was calling it Amaravati land scam. The enclosures include the identical letters submitted by the then chief minister, Nara Chandrababu Naidu, and Justice Ramana to the CJI and the Union Minister of law Ravi Shankar Prasad opposing the promotion of some advocates as judges of High Court.
